Borrowing eased slightly last week and fuel climbed. The 10-year Treasury yield closed last Friday at 5.00%, down from 5.15% on Monday, and Brent crude futures rose 6% for the week to settle at $116.72 a barrel. The Federal Reserve meets this Tuesday and Wednesday, as 2027 budgets are still being set.

Third-quarter results showed where corporate technology money is going. IBM reported last Wednesday that software revenue grew 8% while consulting revenue was flat, or up 2% at constant currency. Its clients added spending on software and held spending on consultants about level.

Increasingly, the growth of the digital economy is being determined not only by software adoption, but also by the ability to finance, build and monetize AI infrastructure at an unprecedented scale.

If the bill for AI arrives before its return can be read, the question is which payments can still be taken back.

  • Payroll: Jobs removed to pay for AI are the hardest line in a budget to restore.
  • Cash: AI spending now runs past the cash that even a strong business produces.
  • Price: Part of next year's larger technology budget will go to higher prices.

No. 01 5,000 Jobs, 5% Of Staff

Barclays will cut about 5,000 jobs this year, 5% of its workforce, as it uses AI and other technology to reduce fixed costs. Most of the cuts fall in support functions, the work AI is meant to absorb.

The bank announced the cuts with its third-quarter results on October 22. About 60% fall in support functions such as software development, and finance chief Anna Cross said 1,000 roles have already gone, with the rest due by year-end. Quarterly profit rose 12% to about $3.1 billion but missed analysts' forecasts. The shortfall came from fixed income trading, where revenue fell 19%. Chief executive C.S. Venkatakrishnan said he was disappointed with fixed income and that the bank would act on it. An analyst at Quilter Cheviot said the cuts show how far AI and automation could reshape banking over the next few years. The jobs go this year, and it will take longer to show whether AI can do the work those 5,000 people did.

No. 02 $34.91B Out, $32.79B In

Meta spent $34.91 billion on capital in the third quarter, more than the $32.79 billion its operations brought in. Revenue rose 26%, and the AI build still ran $2.12 billion past the cash it produced.

Capital spending nearly doubled from $19.37 billion a year ago, and Meta raised the bottom of its 2026 range to $135 billion, keeping the top at $145 billion. Costs and expenses rose 68%, against revenue growth of 26%, and the workforce is 15% smaller than a year ago, at 66,775 employees. "Our investments are paying off, the core business is strong," said Mark Zuckerberg. The board also approved a new class of publicly listed, non-voting stock and listed raising capital among its uses. Meta holds $82.45 billion in cash and marketable securities, so the gap is easily covered this year. The build is now paid for from a smaller payroll, the quarter's cash and, if needed, new shares.

No. 03 $7.35T For IT In 2027

Gartner expects worldwide IT spending to rise 15% to $7.35 trillion in 2027, led by data center systems. Memory prices have more than doubled in a year, so part of the increase will be higher prices.

Gartner released the forecast on October 21 at its annual conference for chief information officers. The 15% is an average across six spending categories, and the growth underneath it is uneven. Spending on data center systems, the servers, storage and networking equipment that AI runs on, is expected to rise about 56%, while IT services, the consulting, implementation and outsourcing work that people deliver, grows about 5%. Gartner analyst John-David Lovelock said the memory-driven price increases will last through 2027 before hardware prices begin to stabilize, and that the strain on affordability will hold back what end users buy. Price increases are already spreading from memory into storage, servers, networking and personal computers. A 2027 technology budget can grow and still buy less than planned.

AI is being paid for in advance. Every cost in this week's signals is dated and booked, while the return is still an estimate.

That order is built into how companies pay for anything new. A cost is recorded when it is paid, so the budget sees it at once. A return is recorded only when it appears. With a new technology, that can take years. Until then, the plan carries a certain cost against an uncertain gain.

Paying in advance is normal. What sets this round apart is what it is being paid with. Barclays is paying with 5,000 jobs, Meta with more cash than its business produced last quarter, and Gartner expects every seller's prices to stay high through 2027. Cash can be rebuilt and prices can ease, but the knowledge of people let go rarely comes back.

The Decision Signal’s posture for the week of October 26, 2026 is Plan.

All five postures are live. Click on any zone to read this week’s signals from there, and what standing in it would cost.

◇ PLAN: Before the 2027 budget closes, trace every AI line to what pays for it, whether jobs, cash or a deferred project. Mark which transfers can be reversed, name the reading that shows a return, and model the result if it arrives a year late.

Vantage

The 2027 budget is still open, and the Federal Reserve decides on rates this week. Each AI line can be traced to what pays for it before the plan is approved.

Exposure

A plan can count savings that never appear, because the work the cut jobs did is still there. Hiring freezes and quiet attrition can also move money into AI without ever appearing as a decision.

Gap

Most budgets record where AI money lands and leave out what paid for it. Closing the gap means listing each source, whether it can be reversed and the reading that would justify making it permanent. Which 2027 transfers could not be undone if the return arrives late?

05Assessment

Few budget seasons have asked finance leaders to approve so much on so little evidence. Yet boards want a clear position on AI, with peers betting on savings, and the return on nearly all of it is still a best guess. Holding a steady line under that pressure is hard work.

In normal times, which these are not, companies would fund priorities with the savings to match. This financial fundamental has carried many companies through harder years than this one. The problem this time, however, is how and when to predict AI savings, especially when they are booked before the benefit arrives. Additionally, the impacts will most likely be felt by a completely different part of the business from the one that gave up the people.

The judgment that matters most is which costs can be taken back. A paused purchase or a delayed contract can be reversed next quarter. A team that has been let go takes all of its knowledge with it. This eventually leads to rebuilding at a greater cost to the business. A plan that treats every saving as equal tends to have the hardest time undoing its mistakes.

Before the budget closes, trace each AI line to what pays for it and mark which of those payments could be taken back. Name the reading that would show a return, who will report it and by when, and price the plan as though the return arrives a year late. Lines that fail that test are better found now than after the people are gone.

Respectfully,
